A dry riser is a vertical pipe system installed inside tall buildings to give firefighters fast access to water on upper floors during an emergency. It's a legal fire safety requirement for any building taller than 18 metres in the UK. Unlike a normal water pipe, a dry riser sits empty when the building isn't on fire. It only fills with water when the fire service arrives, connects their pump to an inlet at ground level, and pressurises the system. Firefighters can then attach their hoses to landing valves on each floor and tackle the fire without dragging hose up multiple flights of stairs. Without a working dry riser, firefighting on upper floors becomes slow, dangerous, and often ineffective. Which is why dry risers must be tested annually under BS 9990 — the British Standard that governs their design, installation, and maintenance. In short: a dry riser is the difference between a contained fire and a catastrophic one. It's one of the most important pieces of fire safety equipment in any tall building — and one of the most commonly neglected.

Dry risers must be tested annually with a full wet pressure test, and inspected visually every six months. Both are requirements under BS 9990 — the British Standard governing dry rising mains. The annual test verifies the system can hold pressure under fire service use. The 6-monthly visual inspection checks for tampering, leaks, missing caps, and any damage that could prevent the system working when needed. Skipping either test puts your building at risk of failing a fire risk assessment — and more importantly, puts lives at risk if the system fails when called upon.

A failed dry riser test means the system can't be relied on by the fire service in an emergency. It needs to be repaired and re-tested before the building is compliant again. The most common reasons for failure: corroded internal pipework, damaged valves, missing or seized landing valves, pressure loss from leaks, or tampering with the inlet breeching. Failed inspections are usually fixable, but the speed matters. The longer your system stays non-compliant, the more exposure you have. Under the Regulatory Reform (Fire Safety) Order 2005, the Responsible Person for the building is legally accountable for keeping the dry riser in working order. In practice, this is usually the building owner, managing agent, or facilities manager. The duty includes arranging the required annual and 6-monthly tests, keeping records of every inspection, and acting on any defects without delay. Failure to maintain a dry riser is a criminal offence and can result in prosecution if a fire incident reveals the system was non-compliant. For multi-occupancy buildings, the responsibility can't be passed to residents or leaseholders it sits with the Responsible Person regardless of tenancy arrangements.

Both are vertical pipe systems installed in tall buildings to deliver water to firefighters on upper floors. The difference is whether they hold water permanently: Dry risers are empty during normal use. They're required in buildings over 50 metres tall, where pumping water up from street level would be too slow. Recent regulatory changes mean some buildings now need wet risers where dry risers were previously acceptable.
